The feasibility study for the 2024 Street Improvements Project was presented to the council and accepted November 27th, 2023. The scope of work includes full street reconstruction of Independence Street between Budd Avenue and Howard Avenue, Bryant Street, and Wyman Avenue. Project includes sanitary sewer, watermain, and storm sewer. The cost apportionment, as presented, is consistent with the City Code and past practice for similar projects.

- 06/24/24 Update ***Due to wet weather conditions, the preliminary construction start date is the week of 7/1/24
- 07/03/24 Update: Construction has officially begun with the removal of the curbs on Independence St., and the temp water source has passed key testing measures. Bolen & Menk has provided a construction update.
- On 7/8, the east entrance will be closed, but the west entrance will be open as usual. Between 9:00-12:00, water will be temporarily shut down on part of Independence St. The purpose is to connect homes to temporary water connections and tie the new water main into Howard Ave.
- On 7/9, any remaining home not connected will experience a temporary water shutdown.
- 7/15/24 Update:
- Independence Street
- The construction crew will continue working on the water main up to the middle of the school's driveways. Once the crew has completed up to this point, installation of water service to the new water main's will begin.
- If this all goes well, work on the sanitary sewer mainline will begin afterwards.
- Bryany/Wyman
- On 7/16, the contractor will begin reclaiming the asphalt on Bryant and Wyman. This process typically is completed in one day.
- After reclaiming the asphalt, the plan is to start stripping black dirt from the boulevards and stockpiling. Also, driveways and sidewalks will also be removed soon thereafter.
- A construction team will be in town on 7/17 to relocate the mailboxes to the SE quadrant of the intersection of Bryant and Joyce.
- 7/18/24 Update:
- The construction crew finished the underground work on the east side of Independence St. on 7/17 and started on the sanitary sewer installation on the west side of Independence St.
- Traffic will have to enter from the east side of Independence St. moving forward.
- 7/22/24 Update
- Kuechle plans to continue installing sanitary sewer mainline on the west side of the school's access and remain on this side until finished.
- Once the sanitary sewer mainline installation is complete, Kuechle will switch over to installing the watermain on the same side.
- The entrance to the school/city hall will remain the same, with access from the east.
- The watermain bacteria test for the east portion of Independence Street passed last week.
- Residents on the west side of Independence Street will be switched from temporary water to city water.
- No work will occur on Bryant/Wyman until Kuechle finishes on Independence Street.
- 7/29/24 Update: Weather permitting, there is a busy week of activity planned.
- Independence Street
- Construction will conclude sanitary sewer services. Water service connections are to be restored. The plan is to complete these activities this week and move on to Wyman by Wednesday.
- On Thursday, the plan is to start rebuilding Independence Street, going east to west, starting from Howard St.
- Bryant/Wyman
- Temporary water has been installed and is ready for bacteria testing today.
- Tree Top services will take down 2 trees this morning.
- Wednesday, work on the sanitary sewer mainline at Joyce/Wyman and stop at Bryant/Spring Ave. This will be a split in utility construction. Once all utilities are in on that section they will continue moving east towards Budd Ave.
- 8/5/24 Update: Weather permitting, there is a busy week of activity planned.
- Construction crews will make Independence Street passable.
- Tuesday, the underground installation will occur on Bryant/Wyman.
- Wednesday, the reconstruction of Independence Street will start.
- Pick up of trash cans will occur on Tuesday 8/6.
- 8/12/24 Update:
- Construction crews will make Independence Street passable from the east side for election-related activities.
- Construction crews will continue to rebuild Independence St. going west to east.
- On Wyman/Bryant, Kuechle will continue to work on the sanitary mainline installation between Spring Ave and Joyce St. The water will be shut off briefly on Monday to tie in the water main to Joyce St. Residents were notified on Friday.
- 8/19/24 Update:
- Construction on Independence Street,
- Crews will continue to rebuild the street and move eastward toward Howard Street. They estimate this phase will take approximately two days to complete.
- Following this, crews will excavate the pond near the ball field.
- Concrete’s schedule is as follows:
- Thursday: Set up curb strings on Independence Street.
- Friday: Machine pour curb.
- Monday: Complete any remaining machine curb work and start on handwork.
- Tuesday: Pour driveways.
- Traffic will be routed from the west while crews determine the best traffic management plan once the concrete work commences.
- Bryant/Wyman
- Construction will focus on Bryant Avenue between Spring Avenue and the Bryant/Wyman intersection. Their tasks include installing sanitary sewer and water services, with storm sewer installation scheduled for the latter part of the week.
- 8/26/24 Update:
- Construction on Independence Street,
- Crews will finish curbs and driveways on Monday and Tuesday.
- Tuesday - Crews will be tolerancing the street for paving.
- I had to look this up. I didn't know what tolerancing the street for paving meant. In simple terms, "tolerancing the street for paving" means making sure the street is prepared and leveled correctly before paving. It involves checking and adjusting the surface to ensure it's within the required limits (or "tolerances") for smoothness, slope, and thickness. This is done to ensure the pavement will be even and durable once it's laid down.
- Wednesday - If all goes well, then paving will start.
- Bryant/Wyman
- Construction will focus on Bryant Avenue between Spring Avenue and the Bryant/Wyman intersection. Their tasks include finishing the installation of the sanitary sewer, water services, and storm sewer.
- 9/9/24 Update:
- Construction on Independence Street,
- Monday - Crews will start black dirt/restoration work
- Tuesday - Crew will pave driveways and finish black dirt/ restoration
- Bryant/Wyman
- Monday—Construction will conclude on the storm sewer work on Wyman. Prep work will begin on the installation of sanitary sewer between Spring Ave and Budd Ave on Bryant Street. The sanitary sewer prep will last for the rest of the week.
- Thursday - Crews will begin rebuilding Wyman at the intersection of Joyce and work North to Spring Ave.
- 9/23/24 Update:
- Rainbow Park
- Monday - Crews will start Rainbow Park parking lot basing
- Bryant/Wyman
- Monday—Construction will patch fix in prep for basing and connect the sanitary sewer/water main to county road 19
- Tuesday-Thursday crews will lay the base of the new street between Spring Ave. and Joyce St. Connect the sanitary sewer/water main to Bryant St. between Joyce and Budd.
- Friday - Pre-work curb installation on Wyman/Bryant from Joyce to Spring.
