The City's utility billing includes water, sewer, and storm sewer drainage. In addition a water testing charge assessed by the state of Minnesota is also billed and remitted to the state.
Rates for all utilities are based on the funding required to cover operation, maintenance, and capital costs of the utility infrastructure which includes lift stations, water treatment plant, water mains and pipes, a water tower, sanitary sewers, and storm water management.
Utility Bills are sent out quarterly in the months of January, April, July, and October and include the City's Quarterly Newsletter. Payments must be received by the due date listed on the bill (generally 30 days from the bill date) to avoid a 10% late fee.

Click HERE to make a payment through our secure payment processor, MuniciPAY. You can make a one-time payment or set up Auto-Pay for the amount of your bill or a fixed amount per transaction. You can also print MuniciPAY payment receipts, change how you pay, cancel Auto-Payments, and much more. Please consider having your bills send out only electronically by going to the View Bills tab and select "Go Paperless". This helps City reduce costs. Call MuniciPAY toll-free 1-877-932-8478. Make sure to have your bill handy to provide your customer account number.
Bring payments to City Hall during office hours (exact cash or check) or deposit (checks only) in our after hours drop box located at City Hall next to the front entrance. Credit card payments may be processed in-person at the City Hall Office as well.

You can view your utility bill online, and if you want, you can opt out of paper bills at any time, helping the City reduce costs. Give it a try; you will love the convenience. We will send you an email each time your new bill is ready to view. The newsletter is also sent with the e-bill. Just make sure that your pop-up blocker is turned off to ensure delivery. You can also sign up to receive the newsletter electronically as a separate email through the City's Email Updates.
If you have already registered on MuniciPAY to make payments, you are automatically enrolled in eBills. Simply click HERE and select the View Bills tab. Towards the bottom of the page, check "Yes" and then click Submit to go "paperless" if you would like us to stop sending your paper bills and help save money and resources.
If you have not yet registered for paying online, click HERE and register. (You do not have to pay online to view your bills online.) Enter your account number and your name. Then at the bottom of the page, click Select. Fill out your profile information. Please consider going "paperless" when asked.
You can take this step immediately or if you would prefer to test out receiving your emails electronically for a quarter or two, you can take this step at any time. Simply click HERE, go to the View Bills tab and select "Go Paperless". HERE

NOTE: As of June 1, 2024 utility bills for a rental property must be in the property owner's name. It is the property owner's responsibility to negotiate the billed amount with the tenant.
As in other properties, it is the owner's responsibility to notify us of any changes to the account, including any updates to an owner's mailing address, name change, etc.
